It is larger than I thought too, but maybe I didn't read the measurements. It does fold up small though, so that is nice to be able to tuck it away in the diaper bag until needed. The outside is cotton and doesn't appear to be water resistant. The inside is the material that would resist water but I would have liked the material to be thicker. I will say if you leave your diapers in there for too long, like a week, the bag will feel slightly most on the outside. But usually I empty the bag right when we get home so it's really not a problem!
