**Q: will this hood fit over a hat?**
A: There is room for a hat.

**Q: if it's not comfortable, is the return shipping covered by the seller?**
A: Didn't return so idk, but I believe I bought it prime and Amazon would handle the return if so

**Q: Good for wet snow ??**
A: It isn't waterproof but would be a great insulating layer under a waterproof shell hood. 
Having said that, I have used it alone when shoveling snow while still snowing and it has been adequate. Just needed shaking off and air drying before my next foray out to shovel.
