This filter assy. has a flow control knob you can adjust the flow of filtration from slow to fast for fine adjustment of flow or for feeding time to shut off filtration while feeding so as not to filter the food out of water. This is a nice feature as you do not need to unplug the filter assy., while feeding, it bypasses a small amount of water and does not harm the pump. I really like the Cascade filters, I have two 300's on my 55 gallon tank. I believe your other question is it safe for a betta fish not Berra? When I started out with a one and a half gallon tank and one Betta, I asked at a fish store on Betta care and the store told me they don't need filtration or aeration and they only live a couple years if you are lucky. I didn't buy this info. because I put myself if a fish position not wanting to breathe and swim in my own waste. I used filtration, aeration and a small heater to keep a constant on temperature for the lil guy and it lived for five years! So I'd say the filter would be safe. Some say I do overkill, but I enjoy happy, healthy fish! I also use BettaSafe water conditioner to start off with also.
