Some batteries can only put out limited power, even into a dead short. But with lithium batteries (and most rechargeable batteries) they are capable of putting out huge amounts of amperage, which can cause fires and explosions. So when the battery maker says not to exceed some amperage, that is when the battery will be damaged, and possibly explode.
