TLDR - yes you can. **Q: how is it on electrical consumption?** A: The info that came with it says 46 watts at the lowest (of 3) speed settings which is what I use. That's 81 kWh per year, pretty small. the highest speed setting uses 93 watts. I don't notice it on my electric bill but then I have a 3200 SF house (4 bdrm colonial) with air condition in the Northeast. It works great. I used to have cold water and have to wait 1 minute wide open running time to get hot water; now it's instantly warm and hot within 20 seconds. Also, you can put it on a time (or buy one with the timer installed) but I get up often in the middle of the night and like instant warm/hot water. **Q: Are there instructions /operating manual available written in English?** A: Nope!
