It seems this must be normal though, as other people seem to be getting the same. That said, the product itself is totally fine. They're quick and easy to install, and you get quite a few hooks/pads in the box so the value is pretty decent. I'm using them to hang up a neon sign above my desk (since the hooks it came with wouldn't stick to the wall properly) and it's holding it up well.
