Can the footrest be moved to a different height during assembly? I'm concerned it might be too high from the seat at the lowest seat height

I gave it to a friend who has a hard time standing up. Now that she has it she can cook again. My friend is 5'7" and it works perfect for her. She put it together so I don't know if the foot stand is adjustable.

How to assemble this stool chair ?

Refer to the assembly instructions,It only takes 4 steps to complete the assembly of this stool. First, assemble the backrest, then put the hydraulic gas rod on the base, and finally put the assembled backrest on the hydraulic gas rod lift. And then you can sit on this drafting stool chair and enjoy it.

Are the wheels a hard plastic, or a softer rubber-like material? Will be using it on epoxy floors and softer is preferred. Thank you in advance!

Wheels are definitely hard plastic.
