Why does it say "semi flush" in the description?

It probably says semi-flush because of an abundance of caution by the description writer. They really do cut flush but are NOT for thick, strong wire. The edge is very thin and will easily become nicked if you try to flush cut steel or anything other than a soft metal.

Will this cutter cut G Gauge Track?

I really doubt it, the cutting blades are fairly small. HO would be doable, S scale maybe, but anything larger and I'd be thinking saw.
