I work with alot of wire in jewelry. kids got the scrap 14k gold fill and yellow brass mixed. if I use a darkening solution will it make sorting easie

Will it work on stainless steel?

As Scott already said stainless steel is just that, it's stainless so it cannot be changed by any kind of oxidation process or anything similar. The only real options for stainless are either a top coat of something that gives an appearance of oxidation, or the way I personally prefer which is heat coloring with a torch. The only downside with this is that any affect/color given to a metal using this process or any other oxidation process is that the affected area can be kind of easily scratched off if it's something that has alot of wear & tear. When possible I use a protective coating after to make it last. The heat process works best on items that have contours where you would darken the entire piece then polish the high points for effect, as the deeper sections don't scratch off as easily so normally don't require protective coatings after...

Is this change (the antiquing) permanent? If does it need some type of top coat to retain this finish? If so, what is recommended? Thanks!

Yes, it's permanent but it can rub off. A topcoat is recommended to prevent this. I use a clear spray paint, either gloss or satin depending on desired finish. This does require a strict procedure to work properly. Proper prep cleaning is critical and temperature is a factor. Often I heat the parts first. Suggest you do some research and watch some videos if you're not familiar with this process. Otherwise you'll likely be disappointed with the results.  It also often requires several treatments to get the desired darkness in color.
