Yes, this dock works an Alienware area 51M since an Alienware area 51M has a Thunderbolt 3 port.

Is it possible to connect a pc via the second thunderbolt 3 connection whilst also having a laptop connected? effectively making a usb hub for the pc?

No that won't work, at least I've tried it with 2 Macs and only 1 will work at a time for display or drives. The 2 back thunderbolt ports are essentially input/output. The 85watt one has an image of a screen on it, the other only the thunderbolt image so I think they're configured as upstream/downstream and power delivery. The front 2 USB-C I have no issues with charging though only 1 of those is power Delivery at 18Watts.
