How much pressure (mmHg) do these offer when tightened all the way?

These are not reated for mmHg pressure. They are just basically a compression aid for shin splints and regular athletic daily support that many active people find helpful. If you need specific pressure on a scale for mmHg you need to pay the 150-300 dollars for the specialized wraps like circAide JuxtaFits and or less expensive to a degree Jobst Farrow wraps. But be prepared for sticker shock. I have severe edema over 25 years and find the less expensive non specific pressure wraps such as these often work well for me. I however know the pressure to wrap it for & get good results having expensive ones too. Overall in this case you get what you pay for. If an item is latex free I'm usually happy but still use liners behind this. A liner can be another compression sock which does provide the mmHg you are looking for or a non compression but high enough sock with comfort in mind or anit-bacterial like silver thread or copper with no compression. But use a liner to keep skin healthy. Wash all often. Use antibacterial sanitizer products or anti-fungal versions in the laundry system too if you aren't allergic to those. I am so I just wash between each use and keep 3 sets handy to use at all times having a clean spare set. So if you have a medical need that demans specific mmHg these are probably not for you. But I combne with comression socks and also know my situation well so I can adapt it to work for me. Hope that helps.

I have a 23 inch calf will this brace fit me?

No this will not fit your calf it would be to small to give you the compression you'd need, but you should do a large ace bandage and wrap with cotton gauze first then apply the ace and that can be adjusted to the compression you need.

How much weight?

If you are asking how much weight it puts on your leg, my experience is that you felt it, but it wasn't so heavy you couldn't walk easily with it.

Yes they do. They are excellent.  I work out in them as I have calf issues.  They are really great. You can tighten them as you see fit.
