would it accommodate 100 feet of 12 gauge extension cord ?

Absolutely not...I bought it for that purpose and when it was full I still had fifty feet of cord left. It probably will fit 100 feet of 16 gauge...

Will this hold 200 ft of 18 gauge cord?

If a single wire, it should hold it. I have a .25” x 50 ft extension cord on one of these and is about half full. This is not a very heavy duty reel but it has its place.

Does 100 feet of 12/3 gauge extension cord fit on this reel?

No, I originally bought this for 12/3 but the fin where it hooks on to the inner reel was not big enough to accept it. Even where that not the case I very much doubt 100 feet of 12/3 would fit on the reel anyway.
