How wrinkle-proof is Aleene's Tacky glue in papercrafting? I am having a problem gluing paper together without having wrinkles and puckering.

I have more wrinkling when the glue is too wet. This tacky glue is thicker and takes less to adhere. It smoothes out well and doesn't take forever to dry. I've used it on paper, chipboard, plastic and metal. It performs well, and I've had no puckering as long as I don't use too much.

Can I apply this to a surface to make it less slippery? I want to use a wooden crate as a drink dispenser stand and I don’t want it to slide around.

No, I don't think tacky glue would be appropriate for that use. If there is a possibility the glue could get wet, it could be remoistened. Also, tacky glue cannot be washed.

Can it be used to glue rubber souls on shoes?

Does this work on felt? Since I am searching for the right glue for felt than hot glue

Yes, it will hold felt together and to other surfaces. It is a thick glue, so it takes some quick spreading with your fingers to cover the felt in a thin layer. It does tend to pick up fibers from the felt onto your hands. But very effective in holding!
