Is the small size a 3600?

The size choices are for how tall the tray is. The small is shallow and is for skinny baits like jerk baits and rattle traps. The larger tray is for deep divers and other larger baits. The Plano website only shows one size and it is 3700.

Will the xl crankbait box hold large flatfish lures?

You can customize at the box whatever you want

The description says 7inches tall.... ? looks like one or two inches..?

I haven't measured my two but they are without question the best tackle boxes for small hard baits like mirrolures I have seen in 67 years of fishing. I would estimate they are at least 4 inches deep on the interior without counting the top or bottom and they hold 46 baits at least.
