Why are these $38 when I can get them from the vice site for $25?

You have to buy 5 dozen to get them or 25$ a dozen. The Germany thing is false. Balls come in under a week from Rhode Island. The shipping is a false too. 6$ shipping with UPS for 6 dozen. (Got a free dozen when I ordered 5 for a 4th of July special)

Their website says "players with swing speeds from 95 to 110 mph. Their Pro Plus is for players with swing speed above 110 mph.

Are these golf balls good for low handicap players with a swing speed 90+

Yes. I got great response off the club face. They do not feel as smooth off the putter face as a prov1 though. I hold a 9 hcp and felt good with these balls. All that said I switched to the TM TP5X
