It doesn't look like there is clearance to set a tack on the outside or inside corner. Am I missing something?

Nope, there is not. I usually just tack the top until I pull the clamp back off. Also the clamp is much smaller than it looks in the picture. I honestly don't recommend it.

Does the large jaw piece rotate 90 degrees?

With a Philips screw driver, you loosen the larger bracket to rotate it 45 or 90 degrees for a different configuration. It does not tighten down in any other intermediate angles. It’s a bit light duty for substantial metal work but probably fine for wood work and sheet metal.
