Must polyurethane be completely stripped before application?

I doubt it as long as you have prepped the surface so that the exposure can bind to it. Basically it needs to be clean from grease/contamination and sanded to a rough or medium grit.

Is this product UV resistant?

I Used this normally excellent product on the backside of a small topside mailbox nameplate that was about 4” x 12. One side faced east which survived due to partial shade, but the west side which was more exposed to full sun ultimately peeled off.

Would this one or 206 work for plastic kayak hole repair?

I fixed a split in an Old Town canoe. The engineers at Gougeon Brothers recommended the G/Flex 655 kit. I followed the directions and it has worked great.
