I have a cabinet that has some chips in the paint along the edge - can this be used to fill in those chips?

Technically yes, but only as a cosmetic temporary solution that may not be very pleasing especially over large area. The material is a waxy crayon substance, it is not going to hold up to wear and can wipe away over time. This is not a lacquer based product though it can harden a bit yet it's still pliable. This product wasn’t intended for scratch repair but rather fill in embossed areas where paint had worn off like on control dials. You say your cabinets are a lacquer finish therefore should be touched up with an actual lacquer paint product which are available for that specific purpose. Takes a bit of skill and trial to blend any paint scratch, lacquer being both easy and fussy. I suggest Practice using regular spray enamel or an appliance paint with a fine artist paint brush on the back of the cab door.
