Does the color layer have to be gel?

No I have used regular nail polish as the color for years and never had an issue but you must make sure the nail polish is COMPLETELY dry. Then apply base gel cure for 30-60sec then apply gel topcoat cure for 60-120sec.

Does this work on plastic nails?

Yes this will work on nail extensions. You do need a UV/LED lamp to cure it.

Can I let it air dry?

No, needs ultraviolet light to cure

Can it be thinned and if so what with?

Acetone will make it thinner (nail polish remover)
