Do i apply to inside or outside of lens? i tried to get my rv light lens to come off by twisting and by pulling but couldn’t get the lens off.

It's subjective. I personally think the inside of an led lights diffuser looks nicer but in your case if you cant get it off then the outside is your only option. Remember do not put LIGHTDIMS on anything hotter than 205F or 96C. But LED lights don't normally get that hot.

Are these heat resistant/fire safe to put over frosted glass lighting fixtures?

1. If the Light is LED based it likely does not get hotter than 205℉ or 96c however do not risk putting our products (directly) on a very hot LED bulb. Ask the manufacturer first or use a laser thermometer to determine your lights heat output. 2. If there is some sort of glass or plastic cover in front of the LED light it is highly unlikely that surface gets over 205℉ which means you can put any of our products on that cover and get the desired effect. 3. I recommend LightDims White Dims, which will not only dim but soften and create a more flattering effect from the light. For legal purposes we have to be carful how we word things. Although we have never in our history of our products had a bad situation with LightDims, using them improperly on anything other than LED based lighting and LED lights that get above 205℉ could potentially lead to a fire. FYi, we have yet to find a consumer LED light which does get above 205℉ but that doesn’t mean its not out there. Manufatuers are pumping more and more power through these little LED’s
