Hi - I just measured. It is about 14.5 and 15 inch could stretch it a bit. I love this bag though as it perfectly fits my 11in laptop and it is a perfect hand carry for frequent travelers.

Is it water resistant?

Mine seems to bead and shed light rain. But I don't think it would stand up to a prolonged downpour.

No, and it is not as nice as the original one I bought. I don't think I would but it again. Missing a front pocket, not as padded for the laptop, thinner materials.
