Can I use it to trigger an Ale4xa routine?

Yes it can, once setup you can ask Alexa to control any of your lights with huge bulbs or hue smart plugs.

Do you have to have your phone in Bluetooth range of this switch for it to turn on/off your lights?

If you get the Hue hub it will cover the whole house. Once the tap dial is setup you don't need your phone.

Can you use the dial to individual tweak different light brightnesses? E.g. press button 1 to only tweak light 1

You can configure each button and the dial seperately.

can this be added o homekit to expose the buttons? ie to control non hue led strips as well as my 4 hue cieling lights?

You’ll still need a Hur bridge and setting up Hue switches in Apple Home means they can’t concurrently preserve their Hue configurations, it’s either or, but you could use the switch to control multiple products both Hue and others from within Apple Home.
