Does it have reverse-voltage protection?

Yes the device does have a protection circuit inside. But in my use of the product it does not allow you to set a current limit. I brought 2 new devices and the current limiter just does not work on this product line.

Two questions: a. when I press power off, it stays on for about 2 to 3 seconds, why? b. How to limit 12v 1A output, current display is always 0

It stays in power because of the capacitors so after you turned it off it will take time to empty the capacitors. If the current is 0 that means you do not have any load connected or it is so small. You cannot limit both voltage and current at the same time, you can use as Constant Voltage which will keep the output voltage at 12 V and the current will change according the load that you connect.

Does this unit do 220v?

No. This power supply does not have an input voltage switch
