Does it work on hands and does it come off when hands are washed including soap?

It does work on hands and it will eventually come off with soap and water, but I used it for a ticketed event and it didn't come off during the event as people washed their hands.

can the ink be seen with UV contact lenses or glasses?

The ink will glow blue when exposed to uv blacklight. Fluorescent or LED. That is the only way it works.

Does it work on paper?

Will work on any clean dry surface just fine.
