Yes it dries clear. When you first apply it there will be a milky effect but once it starts to dry it will turn clear with a glossy finish. The drying time is quite quick but leave it to completely dry as per manufacturer instructions before applying second coat etc.

Would this seal an autograph in a silver sharpie on a black leather jacket?

No is the short answer. This is the last part of a process to dye leather. I used it on a foot stool.

Does it prevent scratches?

It will help but it is mainly for sealing and stain resistant and water resistant as it gives more shine and semi hard film. It's milky liquid that dries clear live pva

Can you polish boots once this has dried?

I apply this to clean riding boots and it gives a fantastic shine that lasts a few wears ,no need to buff up . I have never applied polish over it as really no need
