Can the top be tilted to different angles.

No. The top angle is not adjustable. It screws on in one position.

What is the actual size of the top part which your material rests on? The description says 18 & 1/4 x 20" which seems huge.

The actual size is 15 & 3/4 x 19 & 3/4 with the actual usable surface area being 15 & 3/4 by 13 & 1/2. By usable, I mean the surface area above the lip.

Can i put up wheels ?

I don't see why not. You would have to unscrew the feet and find some castors with the same thread to replace them

What is the dimensions of the shipping box? Does the bottom post disconnect from the wheel base for transportability?

The box was bigger than I expected. I would guess it was 2ft x 3ft and 7 in thick. The bottom post disconnects. All of it comes apart for travel. The base is two pieces...total pieces are 5 or 6. For the price, can't beat this one.
