I have the 9th generation Kindle Fire 10 HD and returned the strap. With my case on, the strap was tight and the hooks did not completely latch on so I was afraid it would pop off.

Can this be compatible with a Kindle Scribe? The measurement is less than 11inches?

It is made of stretchy fabric. It needs to be tight on the gadget so it will grab. See the measurement on the item description on Amazon. Compare it with the measurement of your Kindle.
