Can this be used on scrapbook paper? I have a project for outside im trying to waterproof, thanks!

I wouldn't use this on anything but synthetics myself. I used 2 entire cans on cotton blend patio furniture cushions and the only thing it has done is to help deflect dirt from sinking in completely. My cushions get soaked just as much as they did before. From what I've learned since this expensive and useless experience is that windbreakers, tents, backpacks etc. do very well. I'm sure it's because the material is already close to the product in the can, so the binding is easier for sitting on top then connecting and creating a waterproof barrier by filling in the gaps in the weave. My largest cushion now has holes eaten in it where the top 2 cushions rest on it-and I don't even use the set at all. If this product has contributed to that, I would think that paper would hold up even less. Instead I would try a clear coat spray paint, or even clear contact paper or laminate for your project. If you use this on fabric and the product has dried completely, can that fabric then go in the washing machine?

Yes you can wash the item but probably for maximum effect reapply product to item

Can this be used on fabric printed on a pc?

If you plan to use the finished product indoors, then I'd use something else, like Fabric Guard.
