Is it quiet or does it make a lot of noice when you move?

Very good question. We just happened to have a sound meter, so we attempted to test the sound with the microphone placed at 2 feet from sound source. Product was dry when tested. With no sound except a ticking office clock 12 ft away, the meter registered 25 db. For reference, our normal conversation measured a peak of 68 decibels. Two pieces of paper rubbing together measured a peak of 45 db. Two pieces of blue jean denim rubbing together registered 38 db. Rubbing the material of the poncho together measured 41 db. Next we tried vigorously fluffing the poncho after we crumpled it into a large ball shape and it registered 51 db. We found it made little sound with normal walking, but putting the poncho on registered 50 db. Next we measured a poncho with the poncho liner installed. When putting it on, it measured 43 db. The liner seemed to quiet things down quite a bit. Hope this is helpful.

The true Military Surplus version is made in the US by IFB Solutions, formerly know as the Winston-Salem Industries for the Blind, Inc but it will cost around $100.

Is this made in u.s.a?

Final assembly is done in US, but since the materials are imported, It's not considered made in USA.

How does this work with the poncho liner? Is the liner slit for your head to fit through?

The matching liner works like the US military issue liners. You make a 10 to 12 inch slit in the center of the liner for your head to pass through and then use the eight sets of tie cords to secure the liner to the rain poncho. The cut made in the liner does not run or unravel because the fabric is rip-stop and is reinforced with quilted stitching. Next, place it over your head and snap up the 4 sets of double-sided snaps on each side and get ready to stay warm and dry. Multiple ponchos can be snapped together for an endless list of survival uses including shelters, mattresses, hammocks, ground tarps, concealment curtains, rescue stretchers, hunting blind, sun canopy, rain catch basin, etc.
