Can you use this on pre-existing stickers on old figures to touch them up/make them stick?

If by "stickers" you mean something paper based with an adhesive backing ... then probably not. If you mean decals on old models then it has sometimes helped soften the decal to allow it to be set back into place depending on the weathering... A gloss coat over the decal afterwards will help keep it in place.

Can this be used on nylon?

I don't know if it works on nylon, these are primarily used on plastic models to help affix decals to the model's surface.
