Does it have the tool included?

Yes and it’s a great kit. Easy to use for my 8 yr old

Does it include a color key?

Not a color key per se, yet the rug has the colors on it so you know which one to latch on.

I ran out of yarn pieces for the top of the project. I need the light blue and pink yarn pieces to finish this. Is there a way to get more yarn?

I’m not sure. Try the manufacturer or google latchkey yard
