Would you recommend this size for a child just turning 4, or better to go with the plus plus big? thank you!

My 3 year old loves the small size. It depends on the child. If they are still putting things in their mouth, then any of the sizes would be too small for unsupervised play.

What is a good type of glue to permanently bond these?

The most effective thing we've seen is a puzzle glue, as you would use for a cardboard jigsaw puzzle.
