Can this cable handle a plug in electric mower with a 12 amp motor?

No... A lot of people are using 16 and or 14 gauge Extention Cords. But with these 12 and 13 amp motors, the wrong gauge extention cord will shorten the life of your equipment and appliances. In this case, an electric mower. The reviews about these mowers, not working after four uses and or it doesn't have enough power to go through tall grass, etc. Is usually due to using a lighter duty extention cord{16 or 14 gauge}. That said, the lightest gauge you should use, for a 12~13 amp motor is a twelve gauge. Be sure to get it extra long, as it needs to go from the power source, straight to the mower. In other words, if you need a 100 foot of cord. Don't get two fifty foot cords. As the extra connection effects the rating and can damage your mower in time. The right size cord will get the best performance out of your mower. BUT...you CAN get away with buying two 50' cords as long as they are TEN gauge. Ten gauge seems like overkill, it is heavier} and bulkier. But...you can use the mower with two ex. Cords and not risk damaging the motor. And they can take way more abuse than the other gauges. P.S. If you get 2 ten gauge, fifty footers. Be sure to wrap the connection with electrical tape and or use a connection cover. I hope this helps. Extention cords are not created equal.

The title says it is heavy duty, the description says it is light duty. Which is it please?

Without a specific criteria, heavy duty and light duty are only relative. What you really need to know are do you need water and weather proof, what wire gauge is needed for the planned cord length and devise amperage draw, and if you need a grounded plug. I use and store my cord outdoors exclusively with an electric leaf blower-vac. can you plug rope lights into it

Yes and no. This is light dury cord with only a (2) plug in female recepticale. You will need a (3) prong adopter plug if the rope lites have a (3) prong male plug in. If not you are good to go as is.

Can this chord be buried?

Yes, I buried mine about 4 years ago and it is still buried.
