Really confused by the VCC in, is it 5V as in the description or 12V? I am applying 5V DC on VCC and 3V signal without a click on the relays.

The relay attached to your question requires 12vdc input to the coil. They are available with 5vdc coil input voltage. Hope this helps.

Is there an on-board way to make both relays work simultaneously, aside from a jumper wire between the two IN ports?

I’m not sure I really follow the purpose of your “ Without a Jumper “ . To make both work together they need to be linked OR the device you are triggering from needs to send 2 independent triggers. If the objective is just to avoid a physical jumper then the other option is a solder link on the underside.
