Connect the mat to something grounded or a large mass. For example the radiator or the workbench.

Is this suitable for resting a PC mother board on while working on it?

Yes, that is exactly what I used it for while installing CPU, cooler and memory. It is a flexible plastic mat so you need some suitable surface underneath that is firm and not too spongy.

Does this come with a plug to fit into the wall socket?

I'm guessing "Jason" doesn't have a qualification in electronics, or he'd know a lot of these type mats are connected to a special plug that uses the mains earth connection... This is what the original question was about.

This could work, but you have to make sure that the mat is connected grounded, e.g. a socket. However, you could also briefly touch the pipes of a heater to send the electrical charge into the ground as well.
