The part I received (correctly labelled as 119.668.00.1) has an internal diameter of approx 38mm not 42mm. Is this correct?

It should stretch over the flushpipe to give a tight fit.

The seal will indeed fit into the WC pan either way round BUT it is designed to accommodate the flush pipe from one end only. The seal needs to be fitted over the end of the flush pipe (there is a stop to prevent the pipe being pushed right through the seal) then the pipe/seal assembly fitted into the socket in the back of the WC pan. As I recall, a little liquid soap on the external fins of the seal will help it to slide into the ceramic pan socket.

(It fits my Ideal Standard Back-to-the-Wall WC pan OK) The clear internal diameter is 42mm intended to accommodate the lower end of the Geberit "L" shaped flush pipe. This pipe is 50mm o/d at its inlet (Geberit cistern) end and 45mm o/d at its outlet (WC pan) end. It is this 45mm o/d end that fits into the seal, which in turn fits into the WC pan. I can offer no further details.
