Does this chair qualify for a medical HSA account?

I have no knowledge of this being covered. You're best bet is to contact your provider.

Can you watch TV / movies while getting a massage? Can you stop the recline at any position? I want to be able to see TV comfortably during massage.

I would say yes you can watch TV while doing your 15 minute massage. Certain massages position you that you are facing up looking at the ceiling though.

Does the center calf air bag move up and down to knead the calves? I didn't see it mentioned but in the reviews a video posted shows it

Yes it works side caves moving up and down and has rollers on back cages.
