Will this product be okay to use as primer over my spackled sanded repaired drywall before I paint?

Should be fine. The spackle May absorb some of the kilz, so it may need hit a second time. Other than that it should do just fine.

We primed and painted laminate cabinets in the bathroom. It's obvious it's going to peel once scraped. Will this work to protect that from happening?

Yes it will work. I painted wirh acrylic paint. Just make sure you put at least 3 coat of polyurethane paint. My lasted dor a while. That was my only mistake. Now i have contact paper by Ez fauz sold on amazon.
